Yes, it's not hard to see how it would be incredibly effective at saving lives, hitting posts and cables is way safer than the oncoming lane, not to mention the other drivers not hit. You could say a heavy snow covered ditch, or a wet ditch like some in WI would stop better with less damage, maybe could even engineer similar or find a hedge that works, but the cable is cheap and effective, mostly.
