For the vast majority of the population, you're better off to stay on the highway at all costs. That might not apply in snow storms for slide offs, where vehicles are less likely to roll or have any damage in open ditches. Or it might not apply in less heavily traveled roads where oncoming traffic is lighter. I'd guess the evidence of their effectiveness is solid, but possibly not representative of all highway conditions they're installed in.
