St. Joseph, Champaign County, IL | In the picture, to me at least, it looks like NGEN stamped in the head. When I try searching for that, though, maybe it's NOEN, which is the abbreviation for Northern Engraving & Manufacturing Co. of La Crosse, WI. They produced 20MM Oerlikon cartridges during WWII.
Can make out the MK and maybe the top of a 2 (MK2) which also supports it being for the Oerlikon.
