Could be that actual yields were significantly above the insurance guarantee and reported yields were not much under.
For example. 200 bu APH with 80% coverage has a 160 but guarantee. Suppose actual yield is 220 but the reported yield is 150. Crop insurance will only pay on 10 bu.
