hard to argue that spray foam is not the best, but there are cheaper ways to get the job done, if the spray foam quote takes your breath away. If you want the inside covered, then cellulose could work fine. Board foam can be cheaper than spray foam, sometimes you can find used or surplus foil faced foam that would work great for a lot less than spray foam. Cut the board foam 1/2" short and use canned expanding foam to seal it.
