North Central US | If it is like a normal windmill, from my playing around with one, there is a hinge put at the right spot so when the wind gets too strong, too much drag is put on the wheel and it naturally wants to turn to the more aerodynamic direction, sideways, but the fin stays in the wind and is attached to a brake on the wheel, so the wheel can't overspeed sideways.
