Agree that spuds can be a choking risk but once they have been mixed with something - straw or another forage and ensiled, that risk will be dramatically lower as the potatoes lose their firmness and become rather mushy.  One of my neighbors regularly ensiles cull potatoes and does not process them at all beforehand.
