Yes. Just go scoop from the bag and feed. I feed 3-4 buckets a day with it.
You can catch the plastic. Couple times a week I take it off to feed hay and clean up the bag with a regular bucket. You can’t see over it to the edge to clean the area like a regular bucket. I’ve used both 9’ and 10’ bags, easier to keep a clean bag area with this bucket and 9’ bags.
