Yes, but that can't be the only aggregate for a good concrete mix, you'll need fine aggregate also, unless the 3/4" happens to be washed but still contain the proper gradation, unlikely. The biggest problem with making your own is the high cost of bagged cement compared to bulk, takes away most of the incentive to do it.
