Anything Trump does is impulsive and prone to random suggestions. He has no overarching theory. So he heard complaints about beef prices and started throwing out random ideas.

For the last 80 years the push of the USDA has always been to tamp down and manage too high of supply. We went from set-asides to CRP. The gov paid for storage to keep grain off the market. When one wants to promote how little the farmer gets and then turn right around and claim the government wants cheap food it's not logical to focus on the 10% or less of that dollar. Also why not focus on food, and not the raw ingredients for some of the random finished food products. The gov couldn't care less what the price of corn or beans was as long as they didn't have to hear how tough grain farmers have it. Like is mentioned look where the dollar subsides go. It's not the direct or semi direct consumption foods. It select ones with more political pull.
