If you’re going to put a boiler in I’d go with baseboard heaters. You could even setup each room with its own thermostat & zone valve meeting you control the temperature in each room.

We have hot water heat in our 120 yr old 2 story farm house. While we only have one boiler but upstairs is on one zone & downstairs has two. Love the evenness of hot water heat. No sudden burst of cool air when the blower kicks in, doubt if our room temps vary over 1-2*
