On my fold down steps I too thought it was a big heat loss and and in summer the attic heat was a problem for cooling. I have lots of storage boxes in attic and a runway in the center to slid totes around, covered the blown in insulation on the sides with OSB to set the totes on.
The stairway outside frame I extended it above just a little and built a Styrofoam box to drop in over the stairs. I think I used the two inch thick type, glued it together with simple construction stuff. I think I just glued a small piece of wood on top side at each end and attached a small hook for a rubber strap.
Pull down stairs, unhook straps, raise up a little and slide it to the side in the attic. Does a great job sealing and easy to build.
