Another key development was the Federal Crop Insurance Reform Act of 1994, which made participation mandatory for certain disaster assistance, though this requirement was repealed in 1996. In India, the Comprehensive Crop Insurance Scheme (CCIS) started in 1985, and the National Agricultural Insurance Scheme (NAIS) was launched in 1999.
