I ran into something similar about 14 years ago.   I rented land that had been in CRP.  There was about 20 acres in that field that I decided to hay for a year before planting those last acres the next crop year.   Turned out the year after I planted everything was extremely wet and I had to PP much of that entire field.  Crop insurance paid for the land that was planted immediately after CRP but refused to pay on the 20 acres planted later.   Those acres needed to be cropped 3 out of the last 5 years.
