Had he done never grown rice before? If that is the case, he wouldn’t have any rice PP eligibility. Was the added rice ground in a county he had not farmed in previously? Full disclaimer, I don’t know rice rules. I am well versed in how PP works on grain crops.
Grown rice, no. Same county, yes.
If I understand what I've been told correctly I don't think you can PP a crop you've never planted.
