Technically the USDA operates at the behest of the US citizenry by proxy through their duly elected representatives. Always remember that. And the citizenry wants a cheap and reliable food supply. So if there is any question as to what the real numbers are, the USDA will always err on the side of the US citizenry - not the farmer.
