A few holes in this story. Another poster said the station must be manned all the time to drop them off. Altho that still doesn't stop someone from dropping one off.
You say your station has no money.
So is someone there 24/7?
If not is someone cruel enuff to sit them outside in the elementary?
Is your station locked if noone is there?
