FWIW, my father ran a motor grader for the Township for many years, he said that to eliminate low spots in the road you "cut" them out then cover with the loose soil and gravel and pack it. Filling holes with loose material only works until the traffic has thrown out the material then the hole is still there. Blade the gravel to the side, cut the low area out then respread the gravel.
