Thoughts from what used to be milo country 40 years ago.

Modern corn hybrids can be more drought tolerant than modern sorghum hybrids. I would plant corn before milo if I'm moisture limited. Certainly I'd plant corn before milo if I'm heat unit limited, but maybe you get plenty of warm days in August.

We've grown 140 bushel corn with 18K population and 12" precipitation.

In the situation you describe, I'd drop 10-12K corn seeds on 30" rows. I don't think that 20" rows are going to be beneficial for you. As others have said, you can buy 24 row planters and 12 row corn head on 30" fairly reasonably. I would expect your equipment costs to be considerably higher for 20" rows. I could be completely wrong about that, however.

Weed control in corn is much easier, and the wider row spacing means the roots take a week or longer to start accessing moisture in the middle of the row.
