I used to be in an area with that rainfall where we grew a lot of 40-60bu corn.
You can technically go as low as 1000 plants per 10bu, but there’s a point where not shading the ground hurts you more than the low pop. I think that’s around a 12,000 final stand. I’d personally start at 13-14k seeds of something with a flex ear. Maybe throw a little plot in dropping 18k and 10k so you know for next time.

Edit to add:
I’d start with a variety you have had success with on marginal irrigated ground. What’s winning on 180bu pivots will almost always transfer to dryland especially if you can find the same hybrid in a stripped down version.
I also saw your way north so the shading may not be near the factor for you, better test down to 8k plants.
