Here in Greene County the county digs out the fill dirt and takes it to their piles for later use or sale. You can request a ditch be cleaned, but they use a Grade-All backhoe that has grade built in, so if it tells them they have fall, they won't dig anything out. They will dig most ditches without anyone asking. Its their right of way. They've got a few monster piles around the county. More than they will ever use times 10.

No charge that I have ever seen.
