Can cover crops be successfully seeded in July?

Subject: Can cover crops be successfully seeded in July?


South Central Illinois

Seems problematic to get a cover crop seeded in the Fall.
Plenty of rain in July.
None in August September and October.
Would Cereal Rye have worked if scattered in July when the soil was saturated?
Would the corn herbicides have allowed the Rye to grow?
