Your observations are not unique. More grass waterways being ripped out than installed. More buffer strips being ripped out than installed. More HEL spots being disk ripped than being left covered. —>My observation from living in the central part of the State and driving a lot within a 60 mile radius for nearly 20 years, as well as going back to my home stomping grounds in the karst topography of the northwest corner of the State.

And then the taxpayer funds the County road crews to clean the soil out of the ditch.
