After a number of messages back and forth with Dave @ ODOT, we've confirmed that my issues are related to IP addresses being blocked by their firewall. He's had his IT staff unblock IP addresses that I report, multiple times. As previously mentioned, my carrier is DAC, and I'm on a DAC3 plan. DAC is using IP addresses from Equinix -- they're now registered in the US, so are domestic IP addresses, but they are allocated through RIPE, so are technically allocated outside of the US. They don't offer static IP addresses on DAC3 plans, but do on AT&T or Verizon specific plans. I might wind up switching to one of those just because of how frustrating this is, even though some of our fields don't have service on one or the other (I'll have to figure out which gets me the best coverage).
