There is so much more to it than just making that blanket statement. If you irrigate, yes you can get by with less applied nitrogen due to the extra water always being present to pull nitrogen into the plant. In areas without irrigation, during dry spells, there isn't the water in the soil profile to allow the plant to as efficiently pull in nitrogen, therefore, having higher concentrations makes up for some of the dryness and reduced ability for the plant to pull in nitrogen as easily. There is way more to it than just saying you need "x" amount of nitrogen applied per bushel of yield.
