It's simpler to think of soil as an acidic (pH 1-5), alkaline (pH 9-14+), or neutral (pH6-8). A pH of 6-7 (near neutral) is generally thought to be the ideal soil pH for most crops.  How much to apply depends on where your soils are today as a starting point and what the crops you are planning to grow like. A soil test will tell you where you are and how much to apply for certain crops.
