See when doing this before 99% just want to be able to see stuff instead of contributing. That doesn't help grow the list at all and one of the biggest reasons for FBN requiring submission was to grow the database. Without a large database full of seed tags then it is not useful.  Requiring just 1 seed tag submission helps out everyone involved.
