I understand the need for ROPS & seatbelt for rollover, but in this case, the buddy seat perch has nothing in front of it in case tractor stops quickly. Driver has steering wheel & other pedestal structures to stop forward travel. Passenger could be thrust forward with nothing to stop them from hitting the ground. Hence the need for a belt in the buddy seat.
