No one should get back pay that wasn't working. A government shutdown should not be paid vacation. Until they stop this the significance of a government shutdown is meaningless. In order for our government to function properly there has to be consequences to their actions. By law they should not be able to back pay and maybe going forward that would make them less willing to play politics.
