In later years of his vice presidency, I think he tried to be both at the same time.
Most Presidents try to choose a vice running mate who is a fair bit behind them in leadership and cerebral capacity. Dick had a very sharp mind, and was the sharper of the two. He was also a bit eager to wage war. But he was sure a bunch better than any of the VP's that followed. Just keep him in front while bird hunting. I had a great level of resect for him. Too bad his best known legacy was one poorly placed shot.
