I would buy on condition and tooling included. No tooling will add a bunch of cost after the purchase. I would look for a Bridgeport or Bridgeport clone with the biggest table you can fit in your shop. I would make sure that the table doesn't have too much backlash and the head of the mill is a dovetail and not the older round ram type. The dovetail is much easier to keep trammed in.
