As mentioned, it depends on where you live and where the seed source is from. If you can get seed source within your state, the better off you and the trees will be.

One of the best places I have found (even better then our state nursery) is Itasca Greenhouse - those little buggers have a better servival rate and growth rate then 2x2 or 2x4 transplants . . . . .

Our soil and water conservation district offer trees each spring and they work and are a good value - but I still perfer Itasca greenhouse. The smaller trees plant faster and easier. No need to augar a hole - a 2 inch round bar poked in the ground works faster and quicker . . .
