As long as they prop up crop farming, cattle numbers won't increase. Marginal pasture on govt ground in the West isn't going to make that much difference. The answer is to let cattle be profitable. Let row crop suffer, and let the ship right itself. But they ain't going to let that happen. And, yes, it will take many years, and some pain.
