A good house mover could raise house enough to have on cribbing while basement is made underneath. Is it plaster walls or drywall. Plaster is more rigid. I wouldn't be scared of damage to house.
Some house movers are real pros. Some pick up workers at Home Depot at 6:30 and green cash at end of day.
70,000 is about in the ballpark. 20,000 for raising, 50,000 for concrete. Iowa would probably make a person do new septic for 15,000.
A new poured basement is a great improvement but take a good critical look at rest of house first.
