Could just be a dud calf, I've had a few of those over the years. Every bottle calf I've ever had seems to turn out like him. In my opinion there's just no replacement for mother's milk for a beef calf. Dairy calves are different and have been raised on it for generations
Put those dairy calves on a cow like a beef animal and there will be a considerable difference also, if that calf was not fed correctly the first month or 2 he may also have Rumen develpment issues.
Additinal thought: this is why my bottle calves go to the sale barn the first week of their life, yes at these prices one can make money on them feeding them, but to me not worth the hassle to do it right for a one of.
