List of reasons:
1. CRP paid better than renting out to be farmed/farmed yourself
2. Older generations that didn't have anybody to take over within the family or were forced out in the 80s but didn't lose the land used it as their retirement
3. Steady income for an area that didn't really recover from the 80's for 10+ years
Crop insurance prices a bust again.....
