The entire program needs changed dramitcally. We do need to keep a form of insurance for stability. The first thing to note about any subsidy is that once it remains permanent it becomes ineffective brcause market conditions adjust to it, for us row croppers that is largely land prices. It is harder now to start from scratch than 20-30 years ago, subsidies are a part of that. My opinion the arc/plc takes a ton of paper work and effort and is near useless. Do away with it and let FSA do the Fed crop ins. Private ins no longer getting their cut. As long as the gov is the backstop (reinsurance) premiums could remain reasonable enough we farmers should be able to pay 100% of it. Simple % of aph is only option. All whole farm enterprise units. No individual units.No replant or prevent plant. Private companies could still offer the add ons if they want.
