You are absolutely right, it can be really hard to stop on gravel roads. There was a sign warning of utility work ahead, and if I dont see the utility workers that means they are where I can't see which would possibly mean over the next hill. I only need 1 stop sign at an intersection to tell me I'm supposed to stop why should I need more for utility work that is going to be moving? The situation sure could have been better, by unloading on the hilltop for example, or someone flagging traffic at the hilltop. I'm guilty of being too comfortable driving on gravel roads and tend to drive too fast myself and when inevitably it bites me in the rear I hope I'm man enough to admit my fault.
