Your job as a driver is to keep your vehicle under control. It doesn't matter what the posted speed limit is. The posted speed limit means what it says... maximum speed limit. If you need to driver slower to keep the vehicle under control, then that is your speed limit.  If you can't stop safely at the speed you are driving, then you are driving too fast for conditions.
