I think in Nebraska, you can't block both lanes without warning. Even if that is not a law, if I were on a jury I would find the utility company in the wrong because they were blocking both lanes and did not have to.
In my mind there is no excuse for unloading the trencher, and moving it to the other lane of the road without moving the truck out of the way. On top of that, they did it in a bottom which would be a known blind spot. The truck should have been parked on the top of hill on one side or the other, with the flashers on. Also, there should have been warning signs ahead. Any time I see utility work, I see at least 2 warning signs ahead, one a ways away, and another close to where the work is done. Not sure if it is a law, but they certainly didn't follow what I have seen as normal procedure.
