Adding water through a hose or other means is called adulterating and is illegal. The only legal way to add moisture is through having the beans naturally absorb the water from air that has excess moisture. I'm not getting into whether people do it or whether it should be illegal, but if you do it and get caught, you will be famous in a bad way.
