Is this a cattle rub?
It's an oiler. You used to fill the center with "oil"(similar to modern pour on) and as they rubbed on it they would push and pull on the cable the things are on and it would pump the oil up onto those cables and it would run down them and as the cow rubs on the oiled cables, onto the cow.
Can you identify this?
