25lbs might be a lot of your trouble but I have no idea why the drag would have done anything to make 25lbs look good.

I seed straight fescue lawns at 400lbs/acre. Bluegrass lawns get 150lbs/acre and ryegrass would be 300lbs/acre

Overseed is typically half rates so without knowing exactly what you're seeding, I'd recommend going with 150lbs with that blend you had. That's gonna be tough for you to do if you only did 25lbs on bare soil.

How's come you didn't turn this parking lot into a hayfield but instead want grass to be like a nice lawn?
