Middlesex County, Ontario | Growing up in the Netherlands these were called a "hooiberg" (hay mountain) or "kap berg" (cap mountain). The sides are open and the roof is moved up and down with inventory. The "hoses" could be the ropes used to raise and lower the roof, you can see pulleys at the top of some of the poles. I've never seen them anywhere outside of Europe. That's what it looks like to me, but the viewer gets to interpret the painting however they want!
