NE Indiana | Always on or always off isn't going to work. It needs open circuit closed circuit to sense movement. Our meter roll has a bolt sticking out that every rotation hits a bump switch. If you truly want to bypass it, I think you need to find a flasher relay to trick it.
Edit to add I'm really shocked that it will even run more than a minute or 2 without that working. Are you sure that's the problem? Ours trips out within a minute if that bump switch doesn't get triggered.
