Wait till after first hard frost, this causes the plant to really start storing up in its root system for winter. I just use a Glyphosate product, and a heavy dose. Works realy well.
Edit: since you edited your original post to say the patches are in grass waterways, I agree with using Stinger or some generic form of it.
