Moldboard plow it yet this fall.  Plant a thick crop of cereal rye on it this fall.  Next spring, mow the rye and bale it as straw (to sell?).   After the straw is off the field, go ahead and plant your teff.....

I think Teff likes warmer temps to plant.  So the rye gives you something to cover the soil until you are ready to plant Teff.
