Light tillage will just make the remaining alfalfa more resilient. If no herbicide options, I would use a moldboard plow to turn over and terminate this fall. Short day corn or 30" beans and cultivate 2026. Tillage to smooth ground and wheat fall 2026. 2027 harvest wheat, bale straw and no-till new alfalfa.
