| Doubt it.
They may not have a good signal to run the locator. Maybe the tracer wire is broken, or they don’t have good cathodic protection there. So they are just winging it, and will figure out a way to make it your fault if something happens.
The 3rd party locators are notorious for this (looks like xcel flags, so they must do locates in house there) They get paid per locate, not much skin off their nose if something gets hit. | |
