They probably didn’t actually locate it and just went off the warning sign and ROW line for the flags or used a 30 yr old map. It’s probably more towards the road as it would have been difficult to trench it in that close to property line…..BUT CONFIRM BEFORE PROCEEDING.
I’d call the phone number on the ticket and ask to meet you onsite.
